1 day layover in jeddah but going to Madina 1st

Can u please guide, is it permissible if we do not make an intent of Umrah from Pakistan, land in Jeddah, stay a night & then go to madina. Come back from madina with an Intent of Umrah will our Umrah be valid ?
(Saudia has a new rule of one Umrah in Ramadan. Sisters will land in madina where as Mehram will reach Jeddah first can he spend a night in jeddah & go to madina then come back with sisters for Umrah)
