Wudu
Salaam.
Is it permissible to apply oil to the beard? If yes, does one need to wash/rinse off the oil thoroughly (i.e., completely wash/remove the oil from the beard such that no traces of oil are left behind) before or while doing the wudu and similarly for ghusl janabah?

Wa ʿAlaykumus Salām Wa Raḥmatullāhi Wa Barakātuh
It is not only permissible to apply oil to the beard, rather it is a Sunnah practice of the Prophet ﷺ as well.
Since oil applied to the beard does not obstruct water from reaching the hairs and their roots, it will not be necessary to wash out the oil. As a result, Wuḍū and Ghusl, in the enquired scenario will both be valid.
