Looking at Namahrams’ face and hand

Dear Mufti,

is it allowed to look at the face and the hand of namahrams, even though they are not covered in hijab, if one is sure this will not cause any fitnah?
Can you validate the fatwa below (about the same topic)?

Respected brother,

Looking at a non mahram for no reason is disliked. It is a cause of fitnah in ones nafs . One must avoid this. If there is some need then one may look at non mahrams as required.
