Underground Vertical Cemetery

Assalaamu ‘Alaikum.
My final project is designing an underground vertical cemetery (I can share further detailed If needed). The cemetery are stacked vertically downward. On the surface right above the cemeteries, we placed a pool so people can’t directly step above it. We make sure the burying method are following the Islamic rulings. Is it permissible to design such cemetery in the context of urbanization and land shortages? Is there any prohibition that we need to pay attention to ?
