Talking about internal promise while repenting

I saw a hadith of prophet (SAW)
الله تَجَاوَزَ عن أمتي ما حَدَّثَتْ به أَنْفُسَهَا، ما لم تَعْمَلْ أو تتكلم.
And i saw two types of translation of the hadith which are
1.“Allah has forgiven my nation for what it spoke to itself, as long as it did not act or speak.”
2.“Allaah has forgiven my Ummah for the inner thoughts that they have unless they speak about it or act upon it.”
In the first translation it’s says the person is not accountable for his inner thoughts unless he speak it,and in the second translation it says person is not accountable unless he speak about it.
Imagine that the second translation is correct, and a man makes promise to allah internally . And later he repented to allah verbally by saying”oh allah I had given you a promise to not do such thing , but I did it ,so forgive me”. While repenting he speaks about his promise, so now does his promise become binding by talking about his promise?

No, in this case, the promise does not count.
