Is a women considered to be naked in Islam if she does not cover her hair although her dress up is modest?

Assalāmuʿalaykum Wa Raḥmatullāhi Wa Barakātuh
ʿAwrah is a term that refers to those parts of the body that are to be concealed at all times.
In respect to women, and in the case where she leaves her home or happens to be in such a place where there are strange men with whom marriage is permitted, then she has been commanded to conceal all parts of her body except for her hands and feet; hence, it is necessary that her hair be covered as well.
In terms of a modest dress, it shall be one which not only conceals her ʿAwrah but also conceals the shape and contours of her body, therefore, she should wear loose and non-transparent clothing to that effect.
