Divorce given in temporarily but partially insane mental condition caused by extreme anger.

Assa’lamu Aleikum: Kindly Guide me in the following problem. _______ A husband and a wife have 10 years of married life with 4 kids. One day, due to abusing and insulting by wife, the husband’s anger increased to such an extreme that he became temporarily but partially insane (where his thinking and analyzing mental ability became partially defective, and he could not recall the first letters of his elder brother and brother-in-law and failed to find their names from mobile). In this state of extreme anger, he uncontrollably uttered the words of divorce to his wife three times, without considering what is he uttering and what are the implications of those words. But when he returned to his normal state, only then he realized، and regretted about the words uttered and their meanings and implications. The husband suffers from IED (intermittent explosive disorder). Please guide what are the rulings of teachings of moderate Islam about the divorce given in temporarily but partially insane mental condition caused by extreme anger?
